This is BCTM Test Platform, a brand new site by that's just getting started from the ruins of the old site that got tested into oblivion - this one should hopefully fare a little better due to more rigorous updates and starting on a more stable flavour of Ubuntu.
Things will be up and running here shortly. Unless the site gets destroyed again in a test. Which is a strong possibility.
